GENERAL VISA REQUIREMENTS

NB! From January 01,2022 the biometric visas are issued.

Until further notice please apply for the biometric visa through Visa Center in Sydney or  Visa Center in Wellington.
After special announcement to be released further on, applicants will be able to apply for the biometric visas directly to the Embassy of Ukraine in Canberra

For long-term stay in Ukraine (over 90 days) Australia and New Zealand citizens need visa to enter Ukraine.

We offer 10 working days (14 calendar days) of visa processing which can be prolonged up to 30 calendar days in case of need of additional checks.

Otherwise, urgent procedure of visa processing up to 5 working days (7 calendar days) can be applied upon paying double tariff.

Some countries (including Australia) сharge visa fees on RECIPROCAL BASIS.

FEES may be WAIVED or REDUCED for nationals of countries listed in intergovernmental bilateral agreements. 

PLEASE NOTE:

Visa processing starts only after we have registered your application and collected all necessary documents, including payment of visa fee.

 FOR ALL VISAS THE FOLLOWING MUST BE SUBMITTED

1. A national passport, valid for at least three months after the expiration date of the requested visa and having at least 2 blank visa designated pages, not to be issued more than 10 years ago. Copies of travel documents (PASSPORT) are not accepted;

2. Application form (application form have to be filled on-line (please apply online at http://visa.mfa.gov.ua). After completing forms prompted to save the file in .pdf format. This file have to be printed and signed);

3. 1 photo - recent, passport-sized, resembling applicant's travel document photo;

4. Payment of consular feeMoney transfer receipt for visa fee and a copy of it (payment reference is applicants surname, separate payment should be done for each visa application);

5. Valid international travel or medical (health) insurance. Valid health insurance with coverage of at least 30,000 EUR or equivalent in other currency, unless otherwise stipulated by legislation or international treaties of Ukraine. When multi-entry visa is requested, availability of health insurance valid for the first intended visit to Ukraine shall be considered. Holders of diplomatic or service passport shall be exempt from this requirement;

6. Proof of the applicant’s financial sufficiency for the intended period of stay and return to the country of origin, or transit to a third country, or the possibility to legally obtain sufficient financial means on the territory of Ukraine, as required by the Rules for proving financial sufficiency of foreigners and stateless persons for entry to Ukraine, stay on the territory of Ukraine, transit through the territory of Ukraine and departure from Ukraine, and establishment of the amount of such sufficiency, approved by the Resolution of the Cabinet of Ministers of Ukraine of 4 December 2013 no.884. When multi-entry visa is requested, financial sufficiency for the first planned visit to Ukraine shall be considered. Holders of diplomatic or service passport shall be exempt from this requirement;

7. Together with all items listed above the following documents, each hereinafter referred to as "the supporting document", related to the purpose of entry, must be submitted for visas (section “Visa types”).

If you submit a child's passport, it should be accompanied by a joint request of both parents with signatures certified by JP, Police, Notary Public and copy of the child’s certificate of birth.

Please note: The Consular office has full authority to evaluate and request more documents than those submitted by the applicant. The latter is hereby informed that submitting the aforementioned documents does not guarantee automatic issuance of the visa.

 

VISA TYPES

Introduces three classes of visas:

1. Transit visa (VB), which will allow transit through the territory of Ukraine within the period of 5 days. Travelers can apply for one entry, two entries, as well as multiple entries within the period of one year.

2. Short-term visa (VC), visas, which will allow stay in Ukraine for less than 90 days within 180 days. This visa will be issued as a one-entry, two-entries and multiple-entries.

3. Long-term one-entry visa (VD), visas, which could be issued for applicants entering Ukraine with the purpose of obtaining documents permitting stay in Ukraine for the period of longer than 90 days. Within 90 days from the moment of entry to Ukraine a holder of long-term multiple entries visa should legalize his status in Ukraine (apply to relevant authorities in Ukraine for a permanent/temporary residence permit/accreditation).

 

TRANSIT

The following documents should be presented as a ground for this type of visa

proof of transit (entry to a third country (if necessary), ticket, etc.);

proof of transit carriage of cargo or passengers by automobile transport;

license for international freight issued by relevant competency authority of a foreign state.

 

SHORT-TERM

The following documents should be presented as a ground for these types of visa:

Private Purpose 

notarized letter of invitation from a physical person – Ukrainian citizen, foreigner or stateless person who legally reside, temporarily or permanently, in Ukraine. Invitation shall contain full name of a physical person, details of his/her passport and temporary or permanent residency permit (for a foreigner or stateless person), address, and full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, purpose of visit, duration of intended visit to Ukraine, number of entries and place of stay in Ukraine, physical person’s obligations towards possible costs related to the invited person’s stay or departure from Ukraine. The invitation shall be appended by copies of a hosting person’s passport and temporary or permanent residency permit in Ukraine (for a foreigner or stateless person);

proof that a foreigner or stateless person owns immovable property on the territory of Ukraine;

proof that a foreigner or stateless person is a spouse, parent or child of a Ukrainian citizen.

Ukrainian foreigner’s ID. A spouse of a Ukrainian foreigner and his/her children shall submit proof of kinship;

Business Purpose

letter of invitation from a legal person registered in Ukraine, presented on the official letterhead, containing indication of the number assigned in the Unified State Registry of legal entities, individual entrepreneurs and citizens’ associations, registration number, date and signature, full name of the invited person, information about his/her date and place of birth, nationality, passport details, place of residence, purpose of visit, duration of intended visit to Ukraine, number of entries and place of stay in Ukraine, legal person’s obligations towards possible costs related to the invited person’s stay or departure from Ukraine;

Tourist Purpose

documents confirming that the purpose of travel is tourism; (original touristic voucher of relevant touristic agency/touristic agreement, booking or payment of hotel services, booking of excursions, two-way tickets, etc).

Official Purpose

letter of invitation from a government body, government institution, state enterprise or government organization;

request from government bodies of foreign states and international organizations;

order of the Central Election Commission on registration of official observers from foreign states and international organizations for presidential elections, parliamentary elections, local elections and national referendums;

Medical treatment Purpose

letter of invitation from a healthcare institution;

Investment Purpose

document attesting to foreign investment activity, according to the legislation on foreign investment regime on the territory of Ukraine;

Religious Purpose

letter of invitation from a religious organization agreed with a government agency that registered the charter (regulation) of a corresponding religious organization for a short-term stay with the purpose of preaching a set of beliefs, performance of religious rituals or other faith-related activity;

Mass-Media Purpose

request from a foreign mass media outlet about issuance of visa for a foreign correspondent or representative of a foreign mass media outlet who enters Ukraine for a short-term stay with the purpose of performing job-related responsibilities;


In cases when a foreigner or stateless person enter Ukraine with the aim to ensure its foreign and internal policy interests or with a humanitarian purpose, short-term visas can be issued upon written decision of a head of a Ukrainian diplomatic mission aboard or consular department of the Ministry of Foreign Affairs of Ukraine.

 

LONG-TERM

1) notarized copy of permission to employ foreigners and stateless persons as labour force. Foreigners and stateless persons whose employment, according to the law, is not subject to permission to employ foreigners and stateless persons as labour force, shall instead produce an employment agreement (contract), and persons with foreign Ukrainian status shall produce an employment agreement (contract) and foreign Ukrainian’s ID.

2) copy of decision on immigration permission issued by the State Migration Service;

3) proof that the applicant is a family member to a person who has been granted refugee status in Ukraine, or a person in need of subsidiary protection who has been granted subsidiary protection in Ukraine;

4) invitation for study (internship) issued by a higher education institution and registered according to the procedure established by the Ministry of Education and Science of Ukraine;

5) letter of invitation from a government institution, state enterprise or organization that is a recipient of international technical assistance;

6) letter of invitation from a religious organization agreed with a government agency that registered the charter (regulation) of a corresponding religious organization for a long-term stay with the purpose of preaching a set of beliefs, performance of religious rituals or other faith-related activity;

7) letter of invitation from a branch office, division, representation or other structural unit of a civil society (non-governmental) organization of a foreign state registered according to the established procedure;

8) letter of invitation from a branch office, division, representation of a foreign business operator registered according to the established procedure;

9) letter of invitation from a branch office or representation of a foreign bank registered according to the established procedure;

10) request from a foreign mass media outlet about issuance of visa for a foreign correspondent or representative of a foreign mass media outlet who enters Ukraine for a long-term stay with the purpose of performing job-related responsibilities;

11) request from competent authorities of foreign states or international organizations to issue visas to employees of diplomatic missions and consular posts, international organizations and their representations who enter Ukraine for a long-term stay with the purpose of performing job-related responsibilities, and their family members;

12) letter of invitation from a relevant government agency responsible for implementation of cultural, educational, scientific, sport, or volunteering programs for participation in which a foreigner or stateless person arrives in Ukraine, or letter of invitation from an organization or institution that engages volunteers in their activity, information about which is placed on the official website of the Ministry of Social Policy of Ukraine, accompanied by the copy of state registration certificate of this organization or institution;

13) document certifying that a person is married to a Ukrainian citizen (if the marriage between a Ukrainian citizen and foreigner or stateless person was concluded outside Ukraine according to the law of a foreign state, validity of such marriage shall be determined on the basis of the Law of Ukraine “On International Private Law”). Documents issued by competent authorities of a foreign state shall be legalized, unless otherwise stipulated by the law or international treaty of Ukraine, and submitted together with the translation into the Ukrainian language, attested according to the established procedure; however, translation into the English language may be provided if the Ukrainian translation in not possible;

14) proof that the applicant is a family member to a foreigner or stateless person who hold permit for temporary residency in Ukraine (documents issued by competent authorities of a foreign state shall be legalized, unless otherwise stipulated by the law or international treaty of Ukraine, and submitted together with the translation into the Ukrainian language, attested according to the established procedure; however, translation into the English language may be provided if the Ukrainian translation in not possible), copy of the relevant permit for temporary residency in Ukraine and of the proof of financial sufficiency of a foreigner or stateless person to support family members in Ukraine;

15) other documents, if stipulated by Ukraine’s international treaties.

Above mentioned documents issued in foreign country have to be witnessed (apostilled) in accordance with para 6 of the Act of the Cabinet of Ministers of Ukraine #1238 of August 05th, 1998.

Long-stay visa is issued as multi-entries for 90 days, during this period it is necessary to apply for residence permit.

 

IMPORTANT

The Embassy of Ukraine does not issue visas for the Ukrainian citizens who hold also Australian passports.
              According to the Law of Ukraine on Citizenship of Ukraine 2001: " - If a citizen of Ukraine acquires citizenship (nationality) of another state or states, then in legal relations with Ukraine he/she is recognized as the citizen of Ukraine only. If a foreigner acquires the citizenship of Ukraine, then in legal relations with Ukraine he/she is recognized as the citizen of Ukraine only".

In case the passport of a citizen of Australia or New Zealand indicated birthplace Ukraine has submitted a separate statement to the circumstances of departure from Ukraine on the particular date of departure residence abroad.


PAYMENT

The Consular Office accepts payment for visa a bank deposit to the account at the Commonwealth Bank of Australia - BSB 062900, account No.10415582, account name ‘Embassy of Ukraine’ (SWIFT - CTBAAU2S, address - London Circuit & Ainsley Ave, Canberra, ACT, 2601, Australia).

Payment reference is applicants surname, separate payment should be done for each visa application.

Money orders, personal cheques or cheques with mark “DRAFT” are not accepted.

POSTAGE

Applications should be submitted personally or by authorized party (Power of Attorney) to the Consular Office of the Embassy of Ukraine on Monday-Friday from 9:30 am till 12:30 pm or posted by mail.

For a return service, please provide the Consular Office with a self-addressed prepaid Express Platinum or Registered Post envelopes. It is necessary to retain senders label with tracking number in order to track delivery status with the Australia Post.

If providing a courier envelope, please make sure that it is prepaid and has an airway bill (consignment note) with the account number.

Please be advised that the Consular Office does not accept any other kind of mail and does not bear responsibility for postal service. The Consular Office is not responsible for lost, damaged, misdirected, or late-delivered mail.

Any application received on Saturday, Sunday and official Australian or Ukrainian holidays (January 1 & 7, March 8, May 1-2 & 9, June 6, June 28, and August 24) will be processed starting from the next business day.

Information on the status of visa application processing or postal delivery is not provided by phone. To better serve you, we kindly ask you not to call the Consular Office regarding your visa processing status. Delivery status should be checked with the Australia Post. 

 

ADJUSTMENT TO A VISA

After a visa is received, it should be checked for accuracy and returned to the Consular Office, if necessary, for corrections. The Consular Office shall not be responsible for any discrepancies, which were not brought to its attention. If there is a necessity to adjust a visa, it may be done as long as it is permitted by the supporting document.


COMMON BORDER REGULATIONS

1) a validity of passport (not to be issued more than 10 years ago).

Passport valid for at least 3 month after the expiration date of planned departure from Ukraine; including at least two blank visa designated pages.

2) any person can be denied entry to Ukraine if such order issued by Ukrainian competent authorities;

3) verification of declared purpose of travel;

4) valid medical insurance and sufficient financial for the period of intended stay and return to the country of origin or transit to a third country or guaranty to obtain sufficient financial resources in Ukraine should be presented at check-points.

 

GROUNDS FOR VISA REFUSAL OR VISA CANCELLATION

Decision on visa refusals can be made in the following cases:

1) necessity to ensure national security or public order protection;

2) necessity of health protection, protection of rights and legal interests of Ukrainian citizens and other persons residing in Ukraine;

3) availability of information about the foreigner or the stateless person in the database of persons whom the laws of Ukraine prohibit to enter Ukraine or whose exit from Ukraine is temporarily restricted;

4) travel document presented by the foreigner or the stateless person is forged, damaged, different from the original specimen or belongs to another person;

5) intentional submission by the foreigner or the stateless person of untrue information or forged documents;

6) proof of holding an adequate and valid travel medical insurance was not provided by the foreigner or the stateless person (if acquisition of such insurance is possible in the country where the application is lodged);

7) proof of sufficient means of subsistence for the duration of the intended stay or for the return to the country of origin, or for the transit to a third country, or proof of being in a position to acquire such means lawfully on the territory of Ukraine was not provided by the foreigner or the stateless person;

8) justification for the purpose of the intended stay was not provided by the foreigner or the stateless person;

9) intention of the foreigner or the stateless person to leave the territory of Ukraine before the expiry of the visa could not be ascertained;

10) revocation of the visa was requested by the foreigner or the stateless person.

A foreign citizen or stateless person who has been refused a visa, has the right to challenge the decision with the Head of the Diplomatic Mission that considered the visa application. An applicant must reapply, with proof of visa refusal, and a letter of appeal, within two months of the date of the visa refusal.

If a foreign citizen or stateless person decides to withdraw the visa application, he/she looses the right to appeal.

Visa may be cancelled by the same authority that made the decision to issue the visa.

Applications should be submitted personally or by authorized party (Power of Attorney) to the Consular Office of the Embassy of Ukraine on Monday-Friday from 9:30 am till 12:30 pm or posted by mail.

For a return service, please provide the Consular Office with a self-addressed prepaid Express Platinum or Registered Post envelopes. It is necessary to retain senders label with tracking number in order to track delivery status with the Australia Post.

If providing a courier envelope, please make sure that it is prepaid and has an airway bill (consignment note) with the account number.

Please be advised that the Consular Office does not accept any other kind of mail and does not bear responsibility for postal service. The Consular Office is not responsible for lost, damaged, misdirected, or late-delivered mail.

Any application received on Saturday, Sunday and official Australian or Ukrainian holidays (January 1 & 7, March 8, May 1-2 & 9, June 6, June 28, and August 24) will be processed starting from the next business day.

Information on the status of visa application processing or postal delivery is not provided by phone. To better serve you, we kindly ask you not to call the Consular Office regarding your visa processing status. Delivery status should be checked with the Australia Post.

ADJUSTMENT TO A VISA

After a visa is received, it should be checked for accuracy and returned to the Consular Office, if necessary, for corrections. The Consular Office shall not be responsible for any discrepancies, which were not brought to its attention. If there is a necessity to adjust a visa, it may be done as long as it is permitted by the supporting document.

E-visa (Electronic visa)

How to apply:

Step 1. Register at the MFA web-platform http://evisa.mfa.gov.ua
Step 2. Fill in application form online
Step 3. Upload copies of necessary documents:
- photo
- passport
- health insurance policy (30,000 euro coverage)
- proof of sufficient funds
- document confirming the purpose of the visit (more information on e-Visa supporting documents

per each category may be found at the ”Help” section of the MFA e-Visa website).
Step 4. Pay the fee (85 USD) online by MasterCard/Visa card.

All e-Visa applications are processed within 9 business days.

e-Visa or visa refusal letter is sent to the applicant’s email address in pdf format (get Adobe Reader here)

e-Visas are issued as single entry visas valid for up to 30 days

All applicants should submit their printed e-Visas (along with their valid travel documents) to Ukraine’s State Border Guard Service officers when entering Ukraine.

COMMON BORDER REGULATIONS

1) a validity of passport (not to be issued more than 10 years ago).

Passport valid for at least 3 month after the expiration date of planned departure from Ukraine; including at least two blank visa designated pages.

2) any person can be denied entry to Ukraine if such order issued by Ukrainian competent authorities;

3) verification of declared purpose of travel;

4) valid medical insurance and sufficient financial for the period of intended stay and return to the country of origin or transit to a third country or guaranty to obtain sufficient financial resources in Ukraine should be presented at check-points.

 GROUNDS FOR VISA REFUSAL OR VISA CANCELLATION

Decision on visa refusals can be made in the following cases:

1) necessity to ensure national security or public order protection;

2) necessity of health protection, protection of rights and legal interests of Ukrainian citizens and other persons residing in Ukraine;

3) availability of information about the foreigner or the stateless person in the database of persons whom the laws of Ukraine prohibit to enter Ukraine or whose exit from Ukraine is temporarily restricted;

4) travel document presented by the foreigner or the stateless person is forged, damaged, different from the original specimen or belongs to another person;

5) intentional submission by the foreigner or the stateless person of untrue information or forged documents;

6) proof of holding an adequate and valid travel medical insurance was not provided by the foreigner or the stateless person (if acquisition of such insurance is possible in the country where the application is lodged);

7) proof of sufficient means of subsistence for the duration of the intended stay or for the return to the country of origin, or for the transit to a third country, or proof of being in a position to acquire such means lawfully on the territory of Ukraine was not provided by the foreigner or the stateless person;

8) justification for the purpose of the intended stay was not provided by the foreigner or the stateless person;

9) intention of the foreigner or the stateless person to leave the territory of Ukraine before the expiry of the visa could not be ascertained;

10) revocation of the visa was requested by the foreigner or the stateless person.

A foreign citizen or stateless person who has been refused a visa, has the right to challenge the decision with the Head of the Diplomatic Mission that considered the visa application. An applicant must reapply, with proof of visa refusal, and a letter of appeal, within two months of the date of the visa refusal.

If a foreign citizen or stateless person decides to withdraw the visa application, he/she looses the right to appeal.

Visa may be cancelled by the same authority that made the decision to issue the visa.
