On the extraordinary session of the Verkhovna Rada of Ukraine

In connection with support by the Federation Council of the Federal Assembly of Russia of the address of the President of the Russian Federation to use Russian Armed Forces on the territory of Ukraine, on March 2, 2014 the Verkhovna Rada (Parliament) of Ukraine held the extraordinary session during which a number of Resolutions were adopted, particularly, the following:

1. Resolution “On the address of the Verkhovna Rada of Ukraine to the parliaments of guarantor-states of Ukraine’s security and international organizations” in which Parliament of Ukraine, emphasizing the inadmissibility of acts of the Russian Federation, as a Permanent Member of the UN Security Council and connected with Ukraine in view of the Treaty on Friendship, Cooperation and Partnership, addressed parliaments of the guarantor-states, parties to the Budapest Memorandum and international organizations with a call to:

  • Send special monitoring missions in order to acquaint with real state of affairs in Ukraine;

  • Address their governments in order to provide necessary assistance in protecting nuclear objects in Ukraine.

The Verkhovna Rada of Ukraine also invited the UN, the OSCE, the Council of Europe, the European Union, NATO, the CIS and other interested international structures to organize visiting sessions of their bodies in Ukraine, advanced the initiative to establish a group for holding negotiations with Russia, in view of normalizing relations with the Russian Federation and de-escalation of situation in Europe, called on to demonstrate solidarity with the Ukrainian people and protect sovereignty and territorial integrity of Ukraine as well as emphasized that indulgence to military actions against Ukraine can have irreparable consequences for the whole world order.

2. Resolution “On the Statement of the Verkhovna Rada of Ukraine” in which, stressing that the Autonomous Republic of Crimea is the integral part of Ukraine, which is subject to the scope of the Constitution of Ukraine and the laws of Ukraine, demanded the Russian Side to provide strict implementation of the framework Agreements on the stay of Black Sea Fleet of the Russian Federation on the territory of Ukraine, particularly, withdrawal of troops to the places of their deployment and the President of the Russian Federation V.V. Putin not to allow bring Armed Forces of the Russian Federation into the territory of Ukraine.

3. Resolution “On the support of the Armed Forces of Ukraine and other military formations of Ukraine” in which, in particular:

  • Expressed full solidarity and extensive support to the Armed Forces of Ukraine;
  • Unconditionally upheld the decision of the National Security and Defense Council, adopted on March 1, 2014;
  • Instructed the Cabinet of Ministers of Ukraine to take urgent measures for refining material and financial provision for all needs of the Armed Forces of Ukraine.

On March 2, 2014 by the Decree of Acting President of Ukraine, Chairman of the Verkhovna Rada of Ukraine O.V. Turchynov the decision of the National Security and Defense Council from March 1, 2014 “On the urgent measures to ensure national security, sovereignty and territorial integrity of Ukraine” was enacted. According to the decision there will be immediately taken the following steps:

  • Bringing the Armed Forces of Ukraine and other military formations of our country in a full combat readiness;
  • Holding of military staff training meetings in the necessary quantities at the time and dates specified by the General Staff of the Armed Forces of Ukraine;
  • Allocating necessary financial, logistical and other resources for the proper ensuring security, rights and interests of citizens of Ukraine as well as sovereignty, territorial integrity and inviolability of state borders of Ukraine;
  • Providing enhanced security of energy and critical infrastructure facilities of Ukraine;
    - Setting up an operational headquarters for response to the situation in Crimea and Sevastopol chaired by the Secretary of the National Security and Defense Council of Ukraine.

At the same time it is especially important that in Ukraine all efforts are used to prevent large-scale direct Russian intervention and the outbreak of acts of war on the territory of our country.

However, messages of the Russian Side about violations of rights and interests of Russian-speaking citizens of Ukraine and oppression of Russians in our country are absolutely not true.

Ukraine shows full commitment and openness to cooperation with international partners to send special monitoring missions to Ukraine to study the situation “on the ground”.
