Appeal of the Verkhovna Rada of Ukraine to the European Parliament, the Parliamentary Assembly of the Council of Europe, national parliaments of EU member-states, the USA, Canada, Japan and Australia about the mass execution of people near Volnovakha in U

On January 13, 2015 a horrific mass execution of peaceful citizens happened in the vicinity of the town of Volnovakha, Donbas, the East of Ukraine. As a result of the rocket shelling by terrorists from the so called “DPR” of a bus with peaceful residents more than ten people were killed, children among them. More than 15 persons were injured. Despite the Minsk protocol signed in September by representatives of the OSCE, Ukraine and the Russian Federation envisaging ceasefire by all parties the terrorists keep on shelling East Ukraine villages, towns and cities and the positions of the Ukrainian forces in Donbas. The fusillade is underway from the territories controlled by “LPR” and “DPR” militants from weapons of the Russian origin. Ukraine and experts of many international organizations have numerous facts of evidences of regular supply from the side of the Russian Federation of the Russian originated weapons to the militants in Donbas through the segments of the Ukrainian-Russian borderline uncontrolled by Ukraine.
Every day the world witnesses the blatant violation of international law, fundamental principles of human rights, right to life of peaceful citizens, who have become the hostages of militants on the occupied territory of Donbas.
The civilized world cannot and does not have the right to silently observe this tragedy of the Ukrainian people. Ukraine suffers numerous human losses, which number already thousands of lives.
The whole civilized world has to exert maximum efforts to appease the aggressor. Only the power of our common resistance, the power of unity and solidarity of all European and world democratic forces with Ukraine can stop him.
Recently Ukraine together with other leading powers and millions of French honored the memory of victims of terrorist attack in the capital city of France. The mass shooting of people in Paris and in Volnovakha are the events of the same nature. The civilized world has to get united in the fight against terrorism.
Taking into consideration that inspired from the outside conflict in Donbas has already caused thousands of human losses and hundreds of thousands of residents of the Donetsk and Luhansk regions were forced to abandon their homes and search for refuge on the peaceful part of the territory of Ukraine, which is under control of the Ukrainian authority,
bearing in mind the continuous support on the part of Russia of terrorists through ongoing supply of military equipment, guns, artillery, tanks and manpower
the Verkhovna Rada of Ukraine calls on the European Parliament, the Parliamentary Assembly of the Council of Europe, national parliaments and the governments of the member-states of the European Union, the United States of America, Canada, Japan and Australia:
to continue and enforce the policy of sanctions against the Russian Federation as a country that through violation of international norms annexed the part of the Ukrainian territory – Crimea, supports terrorist organizations of “LPR” and “DPR” and undertakes practical actions to systematically undermine agreements reached in Minsk;
to include so called “DPR” and “LPR”, as well as other similar units to the list of terrorist organizations;
to consider possibilities for rendering military assistance to Ukraine with a view of reinforcing its defense capacities, in particular in protecting of borders;
to continue the policy of non-recognition of illegal annexation of Crimea;
to develop during the next two months an aid program for Ukraine in the context of addressing the deterioration of the humanitarian situation in Donbas;
to promote political settlement of the situation in Donbas on the basis of full adherence to territorial integrity and inviolability of borders of Ukraine, respect to its sovereignty and independence;
to continue joint counteraction to the Russian propaganda.
