From September 28, 2020 the temporary ban for entry to the territory of Ukraine for foreigners and stateless persons was lifted.

Foreigners and stateless persons can cross the state border for entry to Ukraine upon the condition of having a policy (certificate) of insurance, issued by the insurance company, registered in Ukraine or foreign insurance company that has a representative office in the territory of Ukraine or contractual relations with insurance company-partner in the territory of Ukraine (assistance), and covers costs related to the treatment of COVID-19, observation and is valid during the period of stay of the person in Ukraine.

Mentioned requirement does not apply to:

- foreigners and stateless persons who permanently live at the territory of Ukraine,

- persons who were recognized as refugees, or persons in need of the additional protection;

- employees of the diplomatic missions and consular posts of foreign states, representations of the official international missions, organizations, accredited to Ukraine, and members of their families;

-military men (units) of the armed forces of the NATO member states and states participants in the NATO program “Partnership for peace” who take part in the measures on the preparation of the units of the Armed Forces of Ukraine.

A general requirement was set on self-isolation for all the categories of travelers (citizens of Ukraine, foreigners and stateless persons), arriving to Ukraine from the states with considerable spread of COVID-19, and for foreigners who are the citizens (nationals) of such states.

Requirement on self-isolation does not apply to such categories of persons, if there are no grounds to believe that they were in contact with COVID-19 infected person:

1. children under 12 years old;
2. those arriving in Ukraine with the purpose of studying at the higher education establishments;
3. citizens (nationals) of states with considerable spread of COVID-19 and did not visit the territory of such states during last 14 days or entering Ukraine in transit and having proof of departure within two days after entry;

employees of the diplomatic missions and consular posts of foreign states, representations of the official international missions, organizations, accredited to Ukraine, and members of their families;

drivers and crew members of trucks, buses, conducting regular transporting, crew members of aircrafts and sea and river vessels, members of train and locomotive brigades;

instructors of the armed forces of the NATO member states and states participants in the NATO program “Partnership for peace” who take part in the measures on the preparation of the units of the Armed Forces of Ukraine;

cultural figures upon the invitation of the cultural institution, along with one person, accompanying each of them;

persons, conducting transportation of hematopoietic stem cells for transplantation;

persons who have negative test result for COVID-19 with the method of polymerase chain reaction, conducted not earlier that 48 hours till the border crossing.

Persons subject to self-isolation due to crossing the states border should download and activate respective mobile application. In case of impossibility of installation of the application the person is subject to observation.
