Millions of Ukrainians have been forced to leave their homes and seek safety abroad due to the full-scale invasion of Ukraine by the Russian Federation. This category has been opened specifically for such individuals.
The introduction of this new category means that all those who, since 24 February 2022, have been forced to leave their homes and depart Ukraine, or who have not been able or are still unable to return to Ukraine as a result of the Russian Federation’s aggression, can now submit claims for compensation for forced displacement abroad.
A person who has been granted protection or asylum in another country as a result of the full-scale invasion of Ukraine by the Russian Federation will be considered as having been forcibly displaced outside Ukraine. Claims under this category relate specifically to the fact of forced displacement abroad as a form of damage caused by the aggression.
Individuals residing outside Ukraine may also submit claims under other categories of the Register. Currently, 14 categories are open, covering various types of damage, ranging from damage to or destruction of housing to serious personal losses. Residence abroad does not limit the right to submit claims under the relevant categories.
Claims submitted under all categories, if they meet the established requirements, will be forwarded for consideration to the future Compensation Commission, which will be mandated to determine the amount of compensation due. In December 2025, 35 states and the European Union signed the Convention establishing the Compensation Commission under the auspices of the Council of Europe.
