On February 22-23, 2014 the Verkhovna Rada (Parliament) of Ukraine adopted decisions determining the future development of political process in Ukraine as well as regulating functioning of the state bodies.
Among the key legislative acts it is first worthvile to note the following:
Resolution “On self-withdrawal of the President of Ukraine from performing his constitutional duties and setting early elections of the President of Ukraine” setting early presidential elections for 25 May 2014;
Resolution “On taking political responsibility for the situation in Ukraine” authorizing the Chairman of the Verkhovna Rada Oleksandr Turchynov to coordinate and direct activity of the Cabinet of Ministers of Ukraine until formation of a new Government;
Resolution “On conferring powers of the President of Ukraine on the Chairman of the Verkhovna Rada according to article 112 of the Constitution of Ukraine” conferring powers of the President of Ukraine on the Chairman of the Verkhovna Rada Oleksandr Turchynov;
Resolution “On preventing separatism manifestations and other encroachments upon foundations of the national security of Ukraine” strongly condemning separatist manifestations and demanding the Security Service of Ukraine to immediately investigate all messages about actions with signs of crimes against foundations of the national security of Ukraine, particularly, encroachments upon territorial integrity and inviolability of Ukraine as well as to take all drastic measures to stop and prevent threats to national security of Ukraine.
Resolution “On the text of the Constitution of Ukraine in the version of June 28, 1996 with changes and supplements, made by the respective laws of Ukraine of December 8, 2004 No. 2222-VI, of February 1, 2011 No. 2952-VI and of September 19, 2013 No. 586-VI” recognizing as valid on the territory of Ukraine provisions of the Constitution of Ukraine, adopted during the fifth session of the Verkhovna Rada of Ukraine on June 28, 1996 with changes and supplements, made by the respective laws of Ukraine of December 8, 2004 No. 2222-VI, of February 1, 2011 No. 2952-VI and of September 19, 2013 No. 586-VI.
Law “On amendments to several Laws of Ukraine (re separate issue of the judicial system and status of judges)” stipulating the introducing of instruments of parliamentary control on issues of appointing, electing, dismissing judges and bringing them to responsibility;
Law “On recognizing the Law of Ukraine “On the Principles of State Language Policy” as void”.
The Verkhovna Rada of Ukraine also adopted a number of personnel resolutions, particularly, dismissing from performing duties of Minister for Internal Affairs V.Yu. Zakharchenko, Minister for Foreign Affairs L.O. Kozhara, Minister for Health Care R.V. Bohatyriova, Minister for Education and Sciences D.V. Tabachnyk as well as expressing distrust to the Prosecutor General V.P. Pshonka.
The Verkhovna Rada of Ukraine also appointed Commissioners for controlling the activities of the state bodies. In particular, Prosecutor’s General Office – O.I. Makhnitskyi, Defence Ministry – V.M. Zamana, Security Service – V.O. Nalyvaichenko, Acting Minister for Internal Affairs A.B. Avakov.
